Snake River Salmon Fisheries Plans Available

NOAA Fisheries is making available for public comment three Fishery Management and Evaluation Plans (FMEP) and a Proposed Evaluation and Pending Determination (PEPD) on a Tribal Resource Management Plan.

The plans describe fisheries for fall Chinook salmon, coho salmon, and resident trout in the Snake River Basin. A recreational fall Chinook salmon FMEP was submitted by the Oregon Department of Fish and Wildlife, the Washington Department of Fish and Wildlife, and the Idaho Department of Fish and Game. A coho salmon FMEP was submitted by  the Idaho Department of Fish and Game. NOAA Fisheries is also providing our Proposed Evaluation and Pending Determination (PEPD) on the Nez Perce Tribe’s Tribal Resource Management Plan for fall Chinook and coho salmon fisheries in the Snake River Basin.

All plans were provided to NOAA to evaluate their effects on ESA-listed species under the Endangered Species Act (ESA) section 4(d) Rules for salmon and steelhead (limit 4 for state plans, and the Tribal 4(d) Rule for tribes).

We are also providing a draft Environmental Assessment (EA) that analyzes the effect of our action of making a determination on each plan. The draft EA analyzes all of the plans mentioned above in a single document due to their similarity in time, space, and because the plans were developed collaboratively among all fishery managers in the basin. The fall Chinook salmon framework, in particular, is designed to limit total impacts on fall Chinook salmon from all fisheries in the Snake River Basin, with impacts based on natural-origin fall Chinook salmon abundance.
