Status of Exempted Fishing Permits

The Pacific Fishery Management Council (PFMC) gave notice to the public of their intent to consider Exempted Fishing Permits (EFPs) for alternative gears to target swordfish in the Eastern Pacific Ocean (EPO). After preliminary review and consideration of EFP applications, the PFMC gives their recommendation to NMFS for issuance of an application. Application (Originals) February 1, 2015 PIER submitted an EFP application with the purpose and goals of collecting the necessary information and track the progress of DSBG, which may be needed to potentially transition DSBG to a federally authorized gear under the Highly Migratory Species Fishery Management Plan (HMS FMP).

Perguson

Application (Originals) February 9, 2015 The lead applicant, Timothy Perguson, submitted an application to test deep-set buoy gear, shallow-set buoy gear, and develop new experimental gear types to help improve alternative fishing gears for the swordfish fishery while still reducing bycatch.

Stephens, D.

Application (Originals) May 21, 2016 David Stephens submitted an EFP application to use deep-set buoy gear on two vessels using the same methods as PIER for a two- to five-year term.

The conditions included: permitting of only one vessel, specifying the level of expected fishing effort beyong the first six months, prohibiting fishing within 50 miles of the mainland shore and islands, and including a bycatch limit for striped marlin.

Application (Originals) February 9, 2015 The Alliance for Sustainable Fisheries (ACSF) submitted an EFP application to test Drift Gillnet (DGN) and shallow-set longline (SSLL) in time/area zones thought to be of high concentration of swordfish and low concentration of bycatch when exempted from the restriction of the Pacific Leatherback Conservation Area (PLCA), in comparison to the average performance of the drif gillnet fleet under existing fishery regulations.
