Trawl Regulations & Compliance Guides

Groundfish regulations are part of the Code of Federal Regulations (at 50CFR660) and may be amended through proposed and final rules published in the Federal Register. Amendments 20 and 21 to the Pacific Coast Groundfish Fishery Management Plan (FMP) and related rulemakings, which implement regulations, established the framework for the West Coast Trawl Catch Share Program. Amendment 20 established the trawl catch share program components, such as the shorebased individual fishing quota (IFQ) program for the shorebased trawl fleet and cooperative (coop) programs for the at-sea mothership (MS) and catcher/processor (C/P) trawl fleets. Process for Divestiture of Excess Quota Shares

This rule makes narrow procedural additions to regulations to clarify how divestiture and revocation of excess quota share will occur in November 2015, and establishes procedures for the future if divestiture becomes necessary. Observer and Catch Monitor Program Changes

Program Improvement and Enhancement (PIE) 1 Rulemaking and FMP Review

This rulemaking provides revisions to the trawl catch share program, including regulations that affect all commercial sectors (limited entry trawl, limited entry fixed gear, and open access). This rulemaking also includes an FMP amendment to further revise Amendment 21 (Amendment 21–1). Program Components Rulemaking

This rulemaking implements additional catch share program details, including: IFQ gear switching, observer programs, retention requirements, equipment requirements, catch monitors, catch weighing requirements, coop permits, coop agreement requirements, first receiver site licenses, quota share (QS) accounts, vessel accounts, further tracking and monitoring components, and economic data collection requirements. Initial Issuance Rulemaking & Fishery Management Plan Review

This rulemaking announces review of FMP Amendments 20 and 21, establishes the allocations set forth under Amendment 21, and establishes procedures for initial issuance of permits, endorsements, quota shares, and catch history assignments under the IFQ and coop programs (i.e., established an application process). This rule also restructured the entire Pacific Coast groundfish regulations.
